Crime Control Department (CCD)

The Crime Control Department (CCD) is a specialized, high-tier law enforcement and premier investigation agency operating under the jurisdiction of the Punjab Police in Pakistan.

Established in February 2025 by Chief Minister Maryam Nawaz through the Police (Amendment) Ordinance 2025, the CCD was created to centralize, modernize, and intensify operations against high-profile organized crime across the province. Structurally independent like the Counter Terrorism Department (CTD), the CCD operates its own designated police stations, registers its own First Information Reports (FIRs), and is led by an Additional Inspector General (Addl. IG) of Police.

Core Functions of the CCD

The CCD’s operational mandate specifically targets seven major types of organized crime that often cross district lines and require advanced tactical and digital intervention:

1. Combating Organized Crime & Gang Rackets

Targeting Modern Gangs: Infiltrating and dismantling entrenched criminal networks, inter-district robber gangs, and the "shooter mafia."
Elimination of No-Go Areas: Reclaiming regions or neighborhoods dominated by localized criminal syndicates.

2. Investigation of High-Profile Crimes

Handling specialized investigation and prosecution for severe offenses including murder, dacoity (armed robbery), kidnapping for ransom, and extortion.
Tracking and neutralizing inter-provincial operational networks used by hardened criminals.

3. Anti-Mafia Operations

Narcotics Trafficking: Ensuring the tracking, arrest, and high-rate conviction of major drug kingpins and large-scale dealers.

4. Advanced Technology & Surveillance Integration

Crime Mapping & IT Systems: Building centralized databases for comprehensive data management of criminal profiles, patterns, and provincial tracking.

5. Inter-District and Inter-Provincial Coordination

Serving as a centralized command that can execute raids across different districts without the administrative friction of traditional local police setups.

Operational Footprint: The CCD was launched with a foundational force of over 4,200 personnel, with a dedicated police station established in every district of Punjab to ensure specialized investigative focus uniform across the province.
