Inspector General Police Punjab, Capt. (R) Arif Nawaz Khan has said that 8787 Complaint Center received 58,000 applications for lodging FIRs, adding that 25 percent of them were total lie and 25 percent others partial lie. He was addressing police darbar at police lines Bahawalpur, here on Friday. Earlier, he placed wreath at the memorial of martyrs of police department who sacrificed their lives in the line of duty and he also offered Fateha for their souls. Delivering his speech, the IGP Punjab said that it was observed that 50 percent part of our society used to tell lie. “Registration of FIR on false and baseless statement damages pure and merit-based investigation,” he said. He urged masses to must avoid lodging false and baseless FIR against others.
He said that police force could not get due respect among common people despite the fact that 1400 personnel of Punjab police lost their lives in the war against terror. “It is a big question why police force is not winning hearts of people while it is fighting against terrorists and providing security to common people,” he said.He said that people told him that they had to face harsh attitude of SHO, Moharrar and other police officials whenever, they visit a police station to lodge their complaint. “It is an impression among masses that police personnel behave in a rude manners with people,” he said.
IGP Khan said that criminal elements contribute to society only one percent and added that remaining 99 percent part of society comprise of positive and non-criminal people. “When police will respect and behave people politely, visiting police station to lodge their complaints, then people would love and respect police force,” he said.
He said that Police personnel shall be equipped with bullet proof jackets and required modern weapons when they are sent on raid or patrolling or to combat anti-peace elements,” he said. “Action will be taken against those inchrages, of whom negligence will cause life loss of police personnel,” he said.
He emphasized the need to boost professional capability of police force and living condition standard at police lines and police stations. “There shall be availability of water filters at police station and provision of standard meal at police lines,” he said. He said that cut was made in risk allowance of police force and added that but when he assumed charge of office of IGP Punjab, he took up the issue with Chief Minister Punjab. “I am thankful to Chief Minister Punjab that on my request, he restored risk allowance of police force,” he said. Police personnel would receive risk allowance along with arrears in the salary they would receive on first of October, he added.
Referring to families of martyrs of police department, he said: “We will not leave families of police martyrs alone but we would continue our efforts to resolve their financial issues and helping them,” he said. He said that 67 police personnel from Bahawalpur range lost their lives in the war against terrorism and this shows their commitment towards duty. “I have asked RPOs and DPOs to fill vacant posts with those police personnel who have completed their professional training courses or those awaiting for promotion, by giving them promotion to the next grade” he said.
He urged senior police officials to launch firing practice of police personnel. He said that he would give special priority to welfare of police force. He said that Bahawalpur police would soon receive olive colour uniform. “Bahawalpur police personnel should submit their feedback to me after wearing olive colour uniform,” the IGP Punjab said who himself was dressed in olive colour uniform. He said that police department would have to avail technology in investigation instead of continuing manual way of investigation. He appealed to masses to extend their cooperation with police force.
Earlier, delivering his welcome speech, Deputy Inspector General Police Bahawalpur Range, Raja Riffat Mukhtar paid rich tributes to IGP Punjab, Capt (retd) Arif Nawaz Khan for ensuring restoration of risk allowance of police force. He said that sitting IGP Punjab had been giving special attention to resolve financial problems of police force. He said that Bahawalpur police would fulfill vision of IGP Punjab by using all available resources.
Later, IGP distributed certificates and prizes among police officials. DPO Bahawalpur, Dr. Muhammad Akhtar Abbas, DPO Bahawalnagr, Capt. (retd) Malik Liaquat Ali and DPO Rahimyar Khan, Zeeshan Asghar and Regional Director, Directorate of Public Relations, Rana Ajaz Mahmood were also present.
