On the directions of Inspector General of Police Punjab Abdul Kareem, Punjab Police has finalized a security plan to ensure a safe and peaceful Muharram-ul-Haram. IG Punjab said that a better and more comprehensive strategy has been devised for the security of mourning processions and religious majalis. During the first ten days of Muharram-ul-Haram, a total of 47,280 religious majalis and mourning processions across the province, including Lahore, will be provided comprehensive security. Across the province, 37,868 religious majalis will be held, while 9,412 mourning processions will be taken out.
Punjab Police spokesperson said that during the first ten days of Muharram-ul-Haram, more than 124,000 police officers and personnel will perform security duties across the province, including Lahore. More than 41,200 officers and personnel will be deployed for the security of religious majalis, while over 73,400 officers and personnel will be assigned to the security of mourning processions. More than 9,500 personnel will conduct effective patrolling around procession routes, religious gatherings, and important and sensitive locations throughout the province.
IG Punjab Abdul Kareem said that the Counter Terrorism Department (CTD), Special Branch, Traffic Police, Dolphin Squad, PRU, and all field formations will perform duties as part of Muharram security arrangements. Continuous monitoring of processions and majalis will be ensured through Safe Cities cameras. Religious scholars and community leaders belonging to all schools of thought should promote peace, brotherhood, and mutual understanding during Muharram-ul-Haram. Any malicious attempt by anti-state elements to spread discord and disrupt law and order will be thwarted through inter-sect harmony and cooperation.
IG Punjab directed that all issues be resolved proactively through continuous coordination with Peace Committees and the organizers of religious gatherings and mourning processions. No mourning procession or religious majalis will be permitted at any location other than the designated routes and venues in Lahore and all other districts. Strict implementation of Section 144 and the Loudspeaker Act will be ensured. In view of the risks of provocation and religious hatred, the movement of individuals included in the Fourth Schedule will be closely monitored. All security SOPs of the Government of Punjab, including restrictions on speech and movement, will be implemented in letter and spirit.
IG Punjab Abdul Kareem further said that CCTV cameras, metal detectors, and walk-through gates will be used at sensitive locations. Strict legal action will be taken against law violators involved in the promotion of hate material on social media, wall chalking, and the display of banners and posters. A ban on pillion riding will remain in force on the 9th and 10th of Muharram-ul-Haram; however, senior citizens, women, and personnel of law enforcement agencies will be exempted. CCPO Lahore, RPOs, CPOs, and DPOs will personally supervise Muharram security arrangements. Muharram Control Rooms will remain operational in all districts and will stay in round-the-clock contact with the Central Control Room at the Central Police Office.
