On the directions of Inspector General Police Punjab, Dr. Usman Anwar, Punjab Police has finalized its security plan to ensure a safe and peaceful Muharram. IG Punjab said that a more comprehensive and improved strategy has been devised for the security of mourning processions and religious gatherings. During the first ten days of Muharram, more than 38,000 religious gatherings and over 9,200 mourning processions will be provided full security.
Throughout the first ten days of Muharram, over 232,000 officers and personnel will perform security duties across the province, including Lahore. In the provincial capital Lahore alone, more than 28,000 officers and personnel will be deployed on Muharram security duty. Over 53,000 volunteers will assist in securing religious gatherings, while 38,000 volunteers will support security arrangements for mourning processions.
All field formations, including CTD, Special Branch, Traffic Police, Dolphin Squad, and PRU, will be engaged in Muharram security arrangements. IG Punjab emphasized that scholars and community leaders from all schools of thought must ensure peace, harmony, and mutual understanding during Muharram. Any nefarious attempts by anti-state elements to sow discord and disturb peace must be thwarted through inter-sectarian unity.
All issues should be resolved in advance through close coordination with peace committees and organizers of gatherings and processions. No mourning procession or gathering will be allowed at any location other than the designated routes and venues in Lahore and all other districts.
Strict implementation of Section 144 and the Loudspeaker Act will be ensured. In view of potential provocation and sectarian incitement, the movements of individuals listed in the Fourth Schedule will be closely monitored. Full implementation of the Government of Punjab’s security SOPs, including gag orders and detentions, will be ensured.
CCTV cameras, metal detectors, and walkthrough gates will be used at sensitive locations. Individuals involved in promoting hate speech on social media, wall chalking, or placing illegal banners and posters will be arrested and dealt with strictly. Dr. Usman Anwar said that the CCPO Lahore, RPOs, CPOs, and DPOs will personally supervise Muharram security arrangements. Muharram control rooms in all districts will remain operational and maintain round-the-clock contact with the Central Control Room at the Central Police Office.
