Inspector General Police Punjab Dr. Usman Anwar has said that Punjab Highway Patrol is the one of most important field formation of Punjab Police, who has achieved significant improvement of 40% in crime control, public service delivery and overall performance last year. IG Punjab Dr. Usman Anwar said that the Punjab Highway Patrol was given the task of surpassing the Motorway Police in performance a few months ago, which PHP has accomplished through hard work and technology-based interventions. IG Punjab said that under the supervision of DIG Athar Waheed, Punjab Highway Patrol has done unprecedented work in IT reforms, rules drafting, departmental promotions and public service delivery. IG Punjab said that Punjab Police has shifted its all 737 police stations to Special Initiative Protocol by utilizing funds equal to the cost of only one kilometer of motorway. If Punjab police received such more funds (equal to the cost of one kilometer of motorway,) for the cost-off investigation the investigation system will be rectified and upgraded. Dr. Usman Anwar said that there is a clear difference in the needs and resources of the Punjab Police, but not a single post has been left vacant from Attock to Dera Ghazi Khan, for the protection of people's lives and properties and public service delivery, we stand like a leaden wall in front of terrorists and anti-social elements. IG Punjab Dr. Usman Anwar said that all service delivery including driving license of Punjab Police is QR code based and fully transparent. Transparency International has reported a 13 percent improvement in public perception of the Punjab Police, while 98 percent of the citizens have praised the services of the Punjab Police in their feedback management system. IG Punjab said that the journey of improvement is going on, now we have to fix the police lines, barracks, and check posts. Dr. Usman Anwar took an oath from the force that today, we promise that we will not do anything that may harm the honour of the force. He expressed these views while addressing the Raising Day ceremony organized to mark the completion of 19 years of establishment of Punjab Highway Patrol at Al Hamra Hall today. IG Punjab Dr. Usman Anwar attended as Chief Guest in uniform of Punjab Highway Patrol. Additional IG Punjab Highway Patrol Rao Abdul Karim also addressed the event.
DIG PHP Athar Waheed while presenting the performance of PHP in the year 2023 said that 17.7 million people were checked through e-police post of PHP. 8790 proclaimed offenders and fugitives were arrested, 8.8 million people checked and 4636 stolen vehicles were recovered, 2.01 million challan tickets were issued, 620.5 million rupees were deposited in the national exchequer as fine, Actions were taken against 38,070 underage drivers and 1.21 million challans for persons without helmets. 40046 challan tickets were issued and fine of 20 million was imposed under implementation of excel load management on the highways. Action were taken against 54,571 smoke-emitting vehicles and 4,786 vehicles for using non-standard gas cylinders. 47 Driving License Centers were established under the PHP Driving License Information System and 62880 learner licenses were issued, PHP is ensuring the provision of police service centers at all PHP posts of the province. Similarly 36 driving schools were established and thousands of people were admitted in schools, Community forums were established at 360 patrolling posts. Mechanical helps were provided to 21478 people on the roads. First aid to 2337 people, other aids to 55773 people, PHP personnel saved 16 human lives. 818 missing children reunited with their parents, removed 3664 illegal encroachments, 10,000 saplings were planted under the Green Highways Project.This year, 313 new vehicles were provided to PHP by the govt through special effort of IG Punjab Dr Usman Anwar. DIG PHP further said that in the comparative assessment with the year 2022, 48% reduction in crimes and 45% reduction in traffic accidents was recorded. 33139 citizens gave positive feedback on the excellent service delivery with a ratio of 99.8%. IG Punjab congratulated the PHP officers and personnel for their excellent performance in the year 2023.
In the last part of the ceremony, IG Punjab Dr. Usman Anwar presented Bravery Award to Shaheed Head Constable Haroon Khan of PHP, Crime Prevention Award to Head Constable Ghulam Abbas, Road Safety Award to ASI Khurram Shahzad, Human Service Award to ASI Sameer Akhtar, Best Lady Officer Award was given to Constable Rabia Azam while the Best Office Staff Award was given to Assistant Director Ghulam Mohiuddin. Lady Constable Fazilat Aslam, Constable Muhammad Aamir, Constable Qaiser Khan, Constable Ashfaq Ahmad, Constable Faisal Shehzad, Head Constable Atta Mustafa Jameel, Dr. Aamir Manzoor, Dr. Asad Abbas, Dr. Rizwan Ali, Sub-Inspector Sajid Ismail and ASI Asim Padhyar were honored with the Stars of PHP awards for outstanding achievements in the fields of sports, education, tourism and poetry besides performing their duties excellently.
Sub-Inspector Muhammad Arshad was given Sports Award for Cricket, Sub-Inspector Dr. Tahir Shah for Badminton, Constable Tahir Sajjad for Tug of War and Constable Ashfaq Ahmed for becoming Champion of Shooting Volleyball. CCPO Lahore Bilal Siddique Kamyana, Additional IGP HP Abdul Kareem, Additional IG Elite Waqar Abbasi, Additional IG Investigation Muhammad Idris, Additional IG Special Branch Zulfiqar Hameed, Additional IG CTD Waseem Ahmed Khan, Additional IG Operations Shahzada Sultan, Additional IG Traffic Mirza Faran Baig and all the senior officers of Punjab Police attended the Raising day function.
